Starting to ring the changes for the 2010 Festival

We are starting to make the website changes for the 2010 Festival, we've added
the blog to allow anyone to post. We've added a top menu to the site and
have archived the old 2009 news into a separate 2009 section. We we are
coming up with some changes that will enliven the old site and make it
newer and fresher for 2010.
